Abstract

This study uses literature review, field surveys, and expert interviews to explore key issues and pathways in the intelligent operation of these venues. The research identifies four core challenges hindering sustainable utilization: technological integration difficulties,inefficient commercial operation models, policy coordination gaps, and multi-stakeholder benefit imbalances. In response, it constructs a theoretical framework for venue intelligent transformation—with "ternary theory" as guidance and "Dual Carbon Goals + Digital Intelligence" synergy to align with the "Five-sphere Integrated Plan". Four targeted implementation pathways are proposed: 1) enhancing technical empowerment to break data silos; 2) innovating business models to tap venue scenario value; 3) promoting cross-departmental policy coordination for institutional guarantees; 4) strengthening talent cultivation and organizational capacity to solidify transformation foundations. These pathways aim to provide theoretical guidance and practical references for intelligent transformation of similar post-mega-event venues.
